This guy seems like he might be a nod to Xûr, Agent of the Nine from Destiny. In Destiny, Xur is a hooded, faceless figure who sells exotic weapons and armor for Strange Coins. He can also be found in a different location every week, which suggests that Xur'ios may also change locations--his current spot near the Antonidas Memorial doesn't seem very permanent.
Well this Xur doesn't change locations, but he does follow his inspiration's habit of rotating his stock, encouraging players to check back to see what rare item he might be selling today.

***UPDATE - After much trial and error, it appears this vendor has two types of items available! See below for details***
Xur'ios is located in Dalaran at . He can be found tucked away outside and on the left side of the Bank of Dalaran towards the back of the building (between the bank and the Antonidas Memorial).
This vendor is a reference to the online FPS game Destiny, as are many of his items (Ingram's Puzzle, Gjallar's 'Horn', Mote of Light).
Xur'ios has two types of inventory items; some items are fixed, and are always available, but ONE item each day is a variable, randomly rotating item that will change from day to day!
Fixed Inventory
These items can be purchased from Xur'ios at any time.
  • Recipe: Leather Love Seat - Cost: 1 Curious Coin
  • Schematic: Mecha-Bond Imprint Matrix - Cost: 1 Curious Coin

Missed opportunity to have him rotate locations. Not many, and not wild, but maybe in the alleys of both banks; the four balcony locations on the inner buildings; Krasus's Landing; and in the Violet Citadel.

Anyone have any %'s on the drop rate?
My only frame of reference is I have 3 pieces of legendary gear between two characters and only 1 Coin.

Xurios is a clear reference to the character 'Xûr, Agent of the Nine' from the console game Destiny. He shows up at different locations within the 2 city hubs every friday and stays until sunday, bringing with him exotic items (legendaries would be the wow equivelent.)
The items he sells are minor reference to characters and items from Destiny as well as the currency it self. Destiny's version being Strange Coins.
Such items as:
Krota's Shield Krota being the end boss of the first expansion 'The Dark Below'. Although spelled with a 'C' instead of a 'K'. His full name is 'Crota, Son of Oryx'. He also did have a shield that you had to remove using a sword from an NPC that spawned in, after that you could deal damage to him.
Gjallar's 'Horn' Well known end-game top tier Rocket Launcher. (Think Gearscore back in Wotlk, couldn't join a raid without it.)
Ingram's Puzzle Ingram, or 'Engrams' as they are called in the world of Destiny is how you get your loot. The loot being encrypted you had to take it to a NPC named 'Master Rahool' to decrypt it so you could find out which item it was. Hence why this is a puzzle or 'encrypted'.
Off-topic:
Master Rahool has gotten an easter egg in Destiny it self after bungie found out about 'loot caves'. Basically people would just camp outside of a cave where enemies would spawn in and run out then getting killed by players. This was primarily a gear farming option, although it was one of the worst ways to get gear.
The easter egg is in one of these caves where you can click on a pile of dead bodies and Master Rahool will say 'A million deaths, is not enough for Master Rahool'.

Just wanted to mention the easter egg, it's one of my favorites from the game.

Supposedly the drop rate of the coins was upped with the patch, the least I can say I got 2 coins yesterday while I only had gotten 3 coins in total over several toons over several months. Good luck all. Maybe now the things that guy sells are a bit more achievable.... one can only hope....time will tell...

For some reason no war turtle is shown for me to buy (it used to show) does anyone know why that might be? I moved the filter from my class to 'all' and it still doesn't show.

I came here to see what it is I can buy with these coins. I am very disappointed that they don't have something for everyone, bit discriminating. Would have been nice to have a recipe for all the production profs. I can only hope they add some more items to this person as there is really nothing here I can use or want. Could we have an alchemy or jewelry recipe please?

UPDATE: For those who are wondering when the items rotate. They rotate when the dailies reset for your server. In addition, items like Boon of the Nether, Igram's Puzzle can be purchased - used once then you can turn around and refund them.
With heirlooms up-gradable to 110, you can also enchant as many shoulder looms with the boon of the nether for your 101-109 alts and then refund the item for your 50 coins back.
I hope this helps anyone - get it done before the nerf!

Today wowhead says its got the mote up for sale but loggin in it doesn't. Second time it has the incorrect item listed in the past couple weeks.

If you have lots of alts from legion, you can hard farm the rep tokens thru mission table and send all BoA ones to one character. I just farmed 46 with tons of those tokens I had sent all to a bank alt long ago. During Legion, I made sure to farm exalted on all leveled classes, first so I could farm the paragon mounts, now that I still have lots of them, I just send them to one of the alts that has more coins, and proceed the farm, spamming rep tokens near the emissaries.

Xur'ios is an ethereal vendor that can be found at the Antonidas Memorial in the Broken Isles version of Dalaran. He won't appear in other versions of Dalaran.
To get to the correct version of Dalaran, use the mage portal 'Portal to Azsuna', not the 'portal to Dalaran, Crystalsong Forest' one.

SURVIVORS
Search locations for supplies and use an assortment of unique items, armor, and weapons to survive one more night!Sabotage locations, lay traps, convert Survivors into more Fallen, or just eat them alive!

  • Events provide optional objectives the Survivors can complete for special rewards
  • Rescue Location-specific Survivors or encounter unique Fallen
  • The last card of every Location Deck is a powerful Climax card that can turn the battle
  • Each location is also represented by a fully 3D background
Z. was designed not only as an homage to games like Magic, Yu-Gi-Oh!, and a plethora of other tabletop and video games, but it was also designed to do away with some of the obsolete or less enjoyable aspects within the genre.
Fallen

  • Direct control over resources -- no mana starving or flooding
  • Limited low-cost Location Units ensure always being able to play a unit during the early game
  • Traps and Instants are automatic, so the game doesnt stop every three seconds to ask if you want to play one
  • Location Decks make games dynamic and unpredictable -- theres always a chance of a comeback!
HARDCORE DIFFICULTY
When you reach level 20 youll unlock Hardcore Difficulty, which offers far more challenging versions of Arcade, Survival, and Supply Run for experienced players, but also doubles any XP gained from winning matches!Booster Packs work a little differently in Z. than other games:
  • You cant buy them, but instead earn one free Booster Pack each time you level up
  • Leveling up always requires 1000 XP (roughly two Standard wins, or one Hardcore win)
  • Booster Packs contain five Variants of either Rare, Prime, or Elite rarity
  • Variants are more powerful versions of Core cards
  • Variants are only usable on Hardcore Difficulty
  • Variants are consumed upon use, forcing you to think carefully about how you build your decks and which cards youre willing to sacrifice to complete your current goal

Since Z. is a single-player game that takes a bit of inspiration from rogue-likes, the Hardcore/Variant system allows players access to extremely powerful cards: units gain better stats and new abilities; Traps and Actions cost less to play or become more devastating; and Heroes and Horrors can be played much earlier than in Standard, completing changing the flow of the game!

IMPORTANT: Z. Year One is a standalone product -- the entire game is included already, with no additional purchases or microtransactions required. There are currently no plans for DLC or expansion sets, etc. Its more like Duels of the Planeswalker and less like Hearthstone in this way, as the development team consists primarily of one full-timer and one part-timer.
